As a project portfolio management consultant, I've spent much of my career as a “smokejumper,” dropping into in-flight projects and programs in distress. When I ask senior leaders why the problems happened, the answer is often the same: “We weren't ready.”
Most programs don't run into trouble at go-live. Problems start months earlier, when leaders assume everything is ready. The first crack is usually governance.
The signs are there. Decisions sit for weeks because no one clearly owns them. Sponsors attend steering committee meetings but don't clear roadblocks. Risks get logged, but no leader is on the hook to fix them. Stakeholders know the project exists but not how they're involved. Project or program leaders are outside their comfort zone.
That's why a readiness assessment matters.
A status report tells you whether tasks are on time and spending is on budget. A readiness assessment tells you whether the program is ready to start and can actually succeed. It answers two questions:
Both answers have to be yes.
This isn't just my view. The International Institute for Learning (IIL) calls readiness assessment “clarity before commitment”: a way to see hidden risks before money is spent and to simplify program governance1. Researchers have built frameworks like GLOB to measure an organization's readiness before work begins2.
One of these is manageable. More than one means it's time to pause and assess.
Fixing a problem early is cheap. Fixing it after a major milestone is not.
